Proposal from Indah Water
Konsortium to link the septic tank of houses located on certain roads in Taman
Seputeh to the main Kuala Lumpur
Central Sewerage System
The SRA has been contacted by IWK regarding the above and has been
requested by the latter to help organise a briefing with affected
residents. On the surface, it appears that IWK’s proposals have some positive
effects to affected residents and is worth considering; however, we want to
emphasize that the SRA committee has no expertise in this area and any
decisions should be made by affected residents themselves. Our role here is
merely to organise a meeting for IWK to have a dialogue with residents. Also,
what we explain below is basically gathered from IWK andwe have no means of
verifying the infoindependently.
In summary, IWK has informed us that under the Malaysian
Government’s Urban Transformation Programme, all houses in Kuala Lumpur should
ideally be connected to a “Central Sewerage System” just like our water and
electricity supply. Individual Septic
Tanks in each house should be eliminated, as these are generally not efficient
in dealing with sewage. IWK
officialsstated that the Government is committed
to fully fund a programme costing several billion ringgit to link some
houses in certain pilot areas to the Central Sewerage System. Taman Seputeh is one of the selected
neighbourhoods, but the Central Sewerage pipes only run through some roads (as
shown in Schedule 1) and only those houses fronting these pipes will be part of
the programme. We were informed that affected households need not pay a single cent
for the programme.
Each house involved in the programme will be treated as a separate
construction job, which is mainly to decommission the old septic tanks and
replaced with a new pipe linkingthe dwelling to the main pipe running along the
road in front. IWK has assured us that
an independent engineering report be will made for every house involved prior
to starting each job. There are many
pros and cons to this proposal but the SRA committee is in no position to
evaluate the implications for each and every affected household, hence we
agreed to helporganize a dialogue for better understanding.
IWK and the relevant government authority,
JabatanPerkhidmatanPembentungan is keen to meet residents to explain this
programme. We are in contact with IWK and
have tentatively agreed to inform affected residents for a briefing to be held
in 9th November at
the Japan Club hall (subject to further confirmation and availability of the
venue).
